Notice on holding 2020 national industry vocational skills competition national network and information security management vocational skills competition
Public security departments (bureaus), human resources and social security departments (bureaus), trade unions of all provinces, autonomous regions and municipalities directly under the central government, public security bureaus of Xinjiang production and Construction Corps, human resources and social security bureaus, trade unions, and relevant enterprises and institutions:
In order to further promote the construction of comprehensive network governance system, effectively improve the network security responsibility awareness of Internet enterprises and networking units and the skill level of network security practitioners, the Ministry of public security, the Ministry of human resources and social security, and the all China Federation of trade unions decided to jointly hold the "2020 national industry vocational skills competition - national network and information security management professional skills competition". The relevant matters are hereby notified as follows:
1、 Organizational leadership
This competition is a kind of professional skills competition. The organizing committee is set up to be responsible for the overall arrangement, organization and management of the competition. The members of the organizing committee shall be assumed by the leaders of the organizer and the responsible comrades of relevant departments and units. The organizing committee office is located in the Network Security Bureau of the Ministry of public security, which is responsible for the organization and daily management of the competition projects. The competition was jointly organized by the Third Research Institute of the Ministry of public security, Shanghai Public Security Bureau, Shanghai human resources and Social Security Bureau, Shanghai Federation of trade unions and Zhejiang Daily newspaper group.
2、 Competition content
The competition consists of theoretical knowledge examination and skill operation examination. Among them, 30% are theoretical knowledge and 70% are skill operation. According to the requirements of the network security law and other relevant laws and regulations, and in combination with the actual situation of enterprises and industries, the relevant contents of new knowledge, new technology, new equipment and new skills shall be appropriately added. The specific schedule and requirements will be notified by the organizing committee office.
3、 Competition organization
（1） Competition
The national network and information security management professional skills competition (hereinafter referred to as "the competition") has two competition items, network security administrator and information security administrator, both of which are double events.
（2） Preliminary competition organization
Participants should be unified in the official website of the competition as employees of legal entity（ http://www.inspc.org.cn ）Sign up online. The knowledge competition in the preliminary stage is carried out on the official website of the competition, and the skill competition is organized by the local government. The public security departments (bureaus) of all provinces, autonomous regions, municipalities directly under the central government and Xinjiang production and Construction Corps will determine one team for each project to enter the final before August 30, with two players from each team. The specific technical documents will be released separately on the official website.
（3） Final organization
The final is divided into offline competition and live competition. The offline competition adopts the form of knowledge competition and skill competition according to the project. Each project team selects the top three through the offline competition, and enters the live competition of each project with individual as the unit, and determines the first place of this project. The final is expected to be completed before the end of September, and the specific technical documents will be released separately on the official website.
（4） Application conditions
1. Excellent ideological and moral character.
2. Strong learning ability, good physical quality.
3. Have good psychological quality and strong adaptability.
4. Those who have won the title of "China skills Award", "national technical expert", and won the top 5 (top 3 in double competition and 2 in three person competition) in national class I competition in 2019 and top 3 in national class II competition (top 2 in double competition and 1 in three person competition) and are employees shall not participate in the competition as competitors; Students with full-time student status are not allowed to participate as employees.
4、 Time and place of final
The final of the competition will be held in Shanghai in the middle and late September 2020. The specific time and place will be notified by the organizing committee office.
5、 Commendation and reward
The first prize, the second prize, the third prize and the winner's prize will be determined according to the results of the offline competition, and the prize, trophy or medal will be awarded. Among them, the contestants who have won three at present will be awarded the title of "national technical expert" and awarded medals, medals and certificates after being approved by the Ministry of human resources and social security. For the individual player who wins the first place in the live broadcast competition and meets the recommendation conditions, the province, autonomous region, municipality directly under the central government and the Federation of Xinjiang production and Construction Corps shall give priority to the National May 1 labor medal to the all China Federation of trade unions in the next year according to the procedures.
6、 Relevant requirements
All provinces, autonomous regions, municipalities directly under the central government and Xinjiang production and Construction Corps public security departments (bureaus), human resources and social security departments (bureaus) and trade unions of Xinjiang production and Construction Corps are requested to do a good job in organizing the competition in accordance with the unified deployment of the Organizing Committee, so as to ensure the smooth progress of the competition.
